\nLos licitadores deberán indicar expresamente en su oferta las mejoras de garantía y reposición ofertadas respecto de las condiciones mínimas establecidas en el Pliego de Prescripciones Técnicas.

\nLos licitadores deberán aportar declaración responsable o compromiso firmado en el que se indiquen expresamente las mejoras ofertadas respecto al plazo de garantía y tiempos de reposición de materiales defectuosos.
\n
\nLas mejoras ofertadas tendrán carácter contractual y serán exigibles durante toda la vigencia del contrato.
\n
\nEl incumplimiento de las condiciones de garantía o reposición comprometidas podrá dar lugar a la imposición de penalidades conforme a lo establecido en los pliegos reguladores del expediente.

"Note": "Se valorarán las mejoras ofertadas por los licitadores destinadas a garantizar la disponibilidad de materiales, la continuidad del suministro y la adecuada atención de las necesidades ordinarias y urgentes que puedan surgir durante la ejecución del contrato.
\n
\nLa especial relevancia atribuida a este criterio se justifica en la necesidad de asegurar el correcto funcionamiento de los servicios municipales y garantizar la disponibilidad permanente de los materiales necesarios para la ejecución de trabajos de mantenimiento, conservación, reparación y actuaciones de administración directa sobre edificios, instalaciones, infraestructuras y servicios públicos municipales.
\n
\nLa disponibilidad inmediata de determinados materiales de uso habitual, así como la capacidad de reposición rápida y la adecuada gestión de pedidos e incidencias, constituyen elementos esenciales para minimizar los tiempos de respuesta ante averías, incidencias técnicas, reparaciones urgentes y actuaciones prioritarias que puedan afectar al normal funcionamiento de los servicios municipales.
\n
\nPor ello, se valorarán los compromisos adicionales asumidos por los licitadores para mejorar la capacidad de suministro y disponibilidad de materiales durante la ejecución contractual.
\n
\nLa puntuación se otorgará de forma automática mediante la aceptación expresa de los compromisos que se indican a continuación, sin que resulte necesaria valoración técnica.
\n
\nLa puntuación correspondiente a cada apartado se asignará automáticamente cuando el licitador acepte expresamente el compromiso correspondiente en su oferta. La falta de aceptación expresa de cualquiera de los compromisos supondrá la obtención de cero (0) puntos en el apartado correspondiente.
\n
\nLa acreditación de los compromisos ofertados se realizará mediante declaración responsable incluida en la oferta presentada por el licitador.
\n
\nLos compromisos asumidos por el adjudicatario tendrán carácter contractual y deberán mantenerse durante toda la vigencia del contrato.
\n
\nEl incumplimiento de los compromisos ofertados podrá dar lugar a la imposición de las correspondientes penalidades previstas en los pliegos reguladores del contrato.

"Note": "Se valorará la reducción de los plazos máximos de entrega previstos en el Pliego de Prescripciones Técnicas para los pedidos ordinarios y urgentes realizados por el Ayuntamiento.

\nLa especial relevancia atribuida a este criterio se justifica en la necesidad de garantizar la continuidad y correcto funcionamiento de los servicios públicos municipales, especialmente en actuaciones vinculadas al mantenimiento de infraestructuras, edificios, instalaciones, alumbrado público, abastecimiento de agua, saneamiento, señalización, parques y jardines, así como en reparaciones urgentes, averías sobrevenidas, incidencias técnicas y actuaciones prioritarias ejecutadas por administración directa.
\n
\nLa rapidez en el suministro de materiales constituye un elemento esencial para minimizar los tiempos de respuesta ante incidencias que puedan afectar a la seguridad, funcionalidad o continuidad de los servicios municipales, resultando necesario disponer de mecanismos que permitan obtener determinados materiales en plazos reducidos cuando las circunstancias operativas así lo requieran.
\n
\nPor ello, se valorará especialmente la capacidad del licitador para garantizar la entrega prioritaria de materiales de uso habitual o alta rotación vinculados a las necesidades operativas municipales.
\n
\nLos licitadores deberán indicar expresamente en su oferta los tiempos máximos de entrega comprometidos para los pedidos urgentes, que serán objeto de valoración conforme al baremo establecido en los pliegos

"Description": "La solvencia económica y financiera se acreditará mediante el volumen anual de negocios referido al ámbito de actividad correspondiente al objeto del contrato, referido al mejor ejercicio dentro de los tres últimos disponibles en función de las fechas de constitución o de inicio de actividades del empresario y de presentación de las ofertas. Dado que el presente expediente se divide en varios lotes independientes, los requisitos de solvencia se exigirán de forma proporcional respecto del lote o lotes a los que licite cada empresa, atendiendo al importe y naturaleza de las prestaciones correspondientes a cada uno de ellos, de conformidad con los principios de proporcionalidad y libre concurrencia previstos en la Ley 9 2017, de 8 de noviembre, de Contratos del Sector Público.

"TechnicalEvaluationCriteria": {
"Description": "La solvencia técnica o profesional se acreditará mediante los siguientes medios:
\n
\nExperiencia previa.
\nRelación de los principales suministros realizados en los tres últimos años, de igual o similar naturaleza que los que constituyen el objeto del lote o lotes a los que licite el empresario, indicando importe, fechas y destinatario público o privado de los mismos. El importe anual acumulado en el año de mayor ejecución deberá ser igual o superior al 70 % del valor estimado anual del lote o suma de lotes a los que concurra el licitador, excluido el IGIC. Concretamente, y para cada lote se señala en el PPT y PCA.
\nLa experiencia se acreditará mediante:
\nCertificados expedidos o visados por el órgano competente cuando el destinatario sea una entidad del sector público.
\nCertificados expedidos por el destinatario privado o, en su defecto, mediante declaración responsable del empresario acompañada de documentación acreditativa suficiente cuando sea requerida por el órgano de contratación.
\n
\nMedios personales, técnicos y capacidad operativa.
\nDeclaración responsable indicando los medios personales, técnicos, organizativos y logísticos de los que dispone el licitador para la correcta ejecución del contrato.
\nLas empresas deberán acreditar capacidad suficiente para garantizar el suministro continuado de los materiales y suministros incluidos en el lote o lotes correspondientes, así como capacidad logística y operativa para atender los pedidos ordinarios, parciales y urgentes que puedan producirse durante la ejecución contractual. Asimismo, los licitadores deberán disponer de organización suficiente para garantizar:
\nEl suministro y reposición de materiales de consumo habitual o de mayor rotación.
\nLa adecuada atención de incidencias y pedidos urgentes.
\nLa correcta gestión logística y entrega de materiales.
\nLa disponibilidad de medios humanos y materiales adecuados para la ejecución del contrato.
\nCapacidad de respuesta suficiente para atender actuaciones prioritarias vinculadas al mantenimiento y continuidad de los servicios públicos municipales.
\nEn aquellos lotes que incluyan materiales sujetos a reglamentación técnica específica, las empresas deberán disponer, en su caso, de personal habilitado, autorizado o cualificado conforme a la normativa sectorial aplicable.",
