\nDurante los últimos dos meses, las inclemencias meteorológicas han sido especialmente adversas, registrándose precipitaciones continuadas que han impedido el normal desarrollo de los trabajos de obra civil planificados, tales como excavaciones, canalizaciones, cimentaciones y demás trabajos vinculados a la electrificación de las estaciones. Esta circunstancia, ajena a la voluntad de las partes y no previsible en el momento de planificación de los trabajos, ha provocado una alteración sustancial del cronograma inicialmente aprobado.
